National Seminar on India's foreign Policy : Continuity and Change

Deadline for submission of abstracts: 31 July, 2009
Intimation of decision on acceptance of abstracts: 10 August, 2009
Deadline for submission of full-length paper: 20 August, 2009 .

Seminar Theme
Foreign policy and diplomacy have been described as the wheels with which the processes of international relations operate. As no state can live in isolation, it gets into relations with other countries, in terms of trade, culture, politics and so on in order to promote its own national interest .The governments of states decide on a certain course of action and refrain from others. Therefore the primary purpose of foreign policy is to seek adjustments in the behavior of other states in favor of oneself. In India, we could notice a shift in foreign policy especially after the economic reforms of 1991 which led to the liberalization of trade, FDI and devaluation of currency. The increasing economic clout India has been enjoying since has influenced New Delhis foreign policy to a great extent. These developments have brought about a convergence of US strategic, military and economic interests in India. This growing interaction with the US will entail increased militarization which in turn will associate India with Washingtons war against terrorism and other major concerns of the US today. It has significant implications in Indias relation with Pakistan and China leading to greater changes in the geopolitical and geo-strategic situation in the South Asian region.ÿÿÿÿÿÿÿ This choice appears strangely, ahistorical, which has no bearing either on the true values of past foreign policy behavior or serious consideration of Indias desired future. India should therefore emphasize on the concept of multipolar world based on the existence of multipolar power centers, multilateral institutions and laws, plural methods of development, democracy and markets, coexistence of multicultural etc., which is supported by Russia, China, France and many other countries which can also be considered as an extension of non-alignment. India should therefore, create a realistic and forwardlooking foreign policy reflecting its own cultural ethos and should maximize soft power resources rather than getting into the agreements which will force New Delhi to get caught in the superpower quagmires. In order to have meaningful and fruitful deliberations on the issues discussed above, it is proposed to organise a two days national conference on 27-28 August 2009.

Major Themes of the Seminar
1. Present Global Order and India's Place in it.
2. Changes in India's Foreign Policy since the End of Cold War. 3. Issues in Indo-American Relations

National Seminar on Social Mobility in South India (September 24-25, 2009)

Deadline for submission of abstracts: 31 July, 2009
Intimation of decision on acceptance of abstracts: 10 August, 2009
Deadline for submission of full-length paper: 10 September, 2009

SEMINAR THEME
In the classical comparative sociological view of social stratification systems, Indian society was usually presented as “frozen” or closed, at the polar extreme of open, Western class system. However, the process of social transformation which was set in motion after independence by the planned efforts of union and state governments, in particular the protective and ameliorative measures for the people languishing at the lower rungs of society, generated a scholarly debate recently among few social scientists on the emerging trend of social mobility. Recently Indian society and economy has witnessed unprecedented changes following economic reforms in 1990s and subsequent Information Technology (IT) revolution. The implications of these changes on social mobility are not very clear. It is appropriate that a comprehensive view be urgently undertaken to study how the development efforts by the state and the role of the increasingly globalising market are impacting on society, with what consequences, and for whom? In which direction the professed goal of social equality is in progress, and how can they be further promoted and disseminated? At one point of time, South India was the laboratory for sociological research to study and theorise socio-cultural transformations in India. Sociologists like M. N. Srinivas, T. S. Epstein and Andre Beteille, based on their research in South India developed sociological models for understanding the nature of social mobility. However, these models raise number of conceptual and methodological issues in the wake of recent wave of rapid changes which was never experienced before. The edge of the key questions which were debated in the past get sharpened and some new questions emerged which need to be debated further in fast changing socio-economic context of South India. Though South India shares many similar socio-economic features with rest of India, it has unique historical and socio-cultural experiences. The caste relations in this part of the country witnessed substantial changes following strong social movements and subsequent dalit mobilization. Many of these states registered advancements in implementing the land reforms and in institutionalising effective Panchayati Raj Institutions. They are reported to be relatively progressive in terms of social development indicators like education, health and social security. Following the recent IT revolution, South India is described by many as “the land of opportunities”. In this context it is imperative to discuss and debate on the emerging pattern and trend of social mobility across the states in South India in comparative perspective. Against this background, the department of sociology organizes a two-day national seminar on broad theme of Social Mobility in South India. Besides the inaugural and valedictory sessions, the two days deliberations will be organized under the following sub themes: Conceptual, Theoretical and Methodological Issues on Social Mobility Protective Discrimination and Social Transformation Land Reforms and Social Change Social Consequences of Economic Liberalisation Local Democracy and Hitherto Excluded Communities

Sensors and sensor networks have attracted a lot of attention recently due to their indispensable role in several areas such as health care, environment, energy, energy system, automation engineering, food safety, national security, and missile manufacturing. Present R&D activities are focusing on more sensitive and powerful sensor systems with increased performance and functionality. Sensors are playing a vital role in almost all areas of Engineering, Technology and medicine. Advanced sensors are employed to detect trace quantities of nuclear, chemical, and biological agents and explosives. When deployed at the nation’s ports, bridges, tunnels, and transportation hubs, these sensors can help law enforcement agencies intercept these dangerous materials. Emerging areas of nanotechnology are paving way for the development of miniature nanosensors which are becoming more popular particularly in the areas of medical diagnosis and biotechnology applications. The advances in miniaturization, low power circuit designs, low power wireless communication systems and other networking techniques have enabled new technological vision of advanced wireless sensor networks and other integrated networking possible. From engineering and computing perspective, sensor networks offer a rich variety of issues that includes sensor tasking and control, tracking and localization, probabilistic reasoning, sensor data fusion, distributed data bases and communication protocols.
